Based on prior preparations and drawing on the experience of the South China SPCC, CUD (Weihai) Shipyard Co., LTD. (hereinafter referred to as CUD) proposed to the major ship repair enterprises around the Bohai Sea region after the Spring Festival to convene the North China SPCC, which was endorsed by all parties. On April 10, the first meeting of the North China SPCC was successfully held in Rongcheng, Shandong.
The meeting was chaired on a rotating basis by Zhang Junsuo, General Manager of Xinhong Heavy Industry. Li Zhengjian, Chief Expert of the China Society of Naval Architects and Marine Engineers, shared with attendees the key highlights, challenges, and perspectives surrounding the start of the Year of the Horse in the national ship-repair industry. Major ship-repair players in the Bohai Rim region—including Dalian Changxing Shipyard, Dalian Shanhaiguan Shipyard, CSSC Northern Shipbuilding, China Merchants Weihai, and Maple Leaf Heavy Industry—were in attendance. All members of the North China SPCC are either members of the China Society of Naval Architects and Marine Engineers or the China Association of Shipbuilding Industry. A total of 17 delegates engaged in thorough exchanges during the meeting.


Xinhong Heavy Industry delivered a keynote report titled “Continuous Improvement and Innovative Development: Building a Modern, Green Ship-Repair Enterprise,” outlining the company’s basic profile, development milestones, and future plans. Since commencing ship-repair operations in 2017, Xinhong Heavy Industry has grown its annual output value from RMB 200 million in 2018 to RMB 800 million in 2025, with the capacity to repair 200 vessels per year. The company underscores the importance of team building, equipment modernization, and management enhancement, while also acknowledging areas for improvement, such as production capacity, refined management practices, and green manufacturing. Looking ahead, Xinhong Heavy Industry intends to expand its scale through strategic investments, develop high-value-added projects, and introduce state-of-the-art equipment, thereby actively advancing toward becoming a sustainable, modern enterprise.
Xinhong Heavy Industry’s New Planning and Arrangements
Subsequently, each member unit of the North China SPCC sequentially shared an analysis of its business performance for January–March 2026, as well as market trends and corresponding countermeasures.
According to the summary of the first meeting of the North China SPCC, based on statistics for the first quarter from the six major enterprises, the ship-repair output value totaled RMB 1.135 billion, with 202 vessels completed and delivered.
The meeting conducted a statistical analysis of green ship repair: as of the end of the quarter, the aggregated data from all units showed a total of 304 water-based equipment units, 75 wall-climbing robots, 33 dock-bottom vehicles, and 30 boom-type painting vehicles. During January–March, a total of 3.5 million square meters of ship-repair coatings were completed, with ultra-high-pressure water blasting accounting for 1.18 million square meters, or 33.7% of the total—clearly demonstrating the growing trend toward green ship repair.
During the meeting, representatives from all parties jointly discussed the recommendations of the North China SPCC Conference and engaged in thorough deliberations on key aspects of the conference mechanism, including its priorities, objectives, vision, roadmap, and timeline, ultimately reaching broad consensus. In addition, participants freely exchanged views and conducted vigorous discussions on how ship repair in northern China can develop distinctive, differentiated competitive advantages, as well as on industry pain points and the respective strengths and weaknesses of the northern and southern regions.
With a focus on the current ship-repair market landscape, attendees expressed their commitment to working together to offer insightful recommendations and forge ahead in pursuit of the future of China’s ship-repair industry and the high-quality development of ship repair in the Bohai Rim region.
